On May 13, 2006 a massive landslide covered over a quarter mile of Franklin County’s major arterial route R-170 Road with up to fifty feet (50’) of soil and debris. The county declared an emergency on May 15, 2006 commencing retroactively to May 13, 2006. The section of R-170 Road, between Sagehill Road and Klamath Road (MP 8.37 to MP 11.18), was closed after the slide and traffic was forced to detour on local access roads. Landslides have been affecting this section of R-170 Road since 1967. The landslide area is unstable and a new roadway route needed to be established around the slide area. A detour was immediately identified using local access roads to accommodate the 1100 vehicles a day that use this major collector route serving local traffic as well as one of the major north-south “farm to market” corridors. The detour was not intended to accommodate the R-170 Road traffic full time and the pavement began to show major signs of distress.
In November 2006, Franklin County acquired $800,000 in Federal STP Emergency Relief funding from the Governor for preliminary design and right-of-way acquisition. Working with the United States Bureau of Reclamation (USBR), South Columbia Basin Irrigation District (SCBID), and adjacent landowners, Franklin County was able to establish a new route through established farmland. By using an existing open irrigation ditch right-of-way, for approximately 1.3 miles of the 2.8 mile reconstruction, the County was able to develop a route that was advantageous for the County, local farmers, USBR, SCBID, and commuters. The right of way process went smoothly because of the County’s intensive public involvement process which included communication through public workshops, direct contact with landowners, and support from the local community.
In February 2007, Franklin County aquired $1,039.500 in RAP funding (1108-1) from the County Road Administrative Board that was primarily used for construction in relocating and piping 1.3 miles of South Columbia Basin Irrigation District (SCBID) open ditch canal, relocating a holding pond, and addressing an existing irrigation connection to the newly constructed pipe. The piping/relocation of the irrigation ditch and incidental related work was completed in March 2009.
Franklin County was now prepared for the construction of the new alignment for a 2.8 mile section of R-170 Road.. The approximately $4 million of roadway construction was funded by using RAP funds, federal STP funds, ARRA funds and Local funds.
“Completing this project is critical to helping area farmers get their goods to market more efficiently,” said Senator Murray. “This is an investment in supporting local agriculture, strengthening the region’s trade capacity, and putting people to work.”
Once the new corridor of R-170 Road was complete, it became very apparent that the new route was superior to the old R-170 Road route that the landslide had closed 4 years earlier. The new route was designed to current AASHTO standards (ie; width, curves, intersections, turn lanes, and illumination). A stop condition was eliminated at Sagehill Road and R-170 Road, by rerouting the traffic due South (where a road did not exist before) instead of taking a right hand turn to proceed to Pasco.
The Total Project Cost came in at $5,924,109 with a total of $2,056,575 RAP funds contributing to this Project.
