North Shore Rd is the main access to the Tahuya Peninsula, and serves several homes, parks, recreational areas, and forested lands. Approximately 7,700 vehicles travel this roadway every day.

The existing twin culverts at this location often flooded, overtopping the roadway and inundating nearby homes and businesses, causing damage to the roadbed and culverts, and necessitating detour routes. The culverts prevented debris from passing under the roadway and caused repetitive material deposits to build up, restricting the culvert and causing the creek to flow over the road. The project reduced the maintenance cost and environmental impacts associated with the existing restricted culverts.

This project replaced the twin 3’ culverts with one 18’-wide concrete box culvert with Contracted forces. Quigg Bros, Inc. delivered the project efficiently by setting up a detour, closing the roadway, bypassing the stream, and open cutting the roadway to install the large structure. During excavation, an old bridge foundation was unearthed, which was a surprise to the County. Once the new structure was set in place, streambed sediment and streambed cobbles were placed, as this is a fish passage. The stream was reintegrated, and flowed nicely above the surface – WDFW visited the site and were pleased with the project and the clean job site. Over the winter, no flooding issues occurred, and there is still adequate capacity remaining in the culvert for large storm events.
