The 304th Street East corridor is a main east/west access route located in south-central Pierce County, locally referred to as the Johnson’s Corner neighborhood. It is a high volume, high speed roadway connecting two state highways, SR-7 (Mountain Hwy) and SR-161 (Meridian Ave). This rural arterial is the preferred route for truck traffic traveling to the County’s primary solid waste landfill facility, which is located near the intersection of 304th St E and SR-161. It is classified as a T2 truck route, carrying between 4,000,000 and 10,000,000 trucks annually.
The existing roadway surface was the result of a contracted HMA overlay constructed in 2004, and a 3/8” bituminous surface treatment (plus fog seal) applied in 2013. The surface condition of this segment of road was most recently rated in 2018 prior to the overlay, resulting in an average PSC score of 52. There was significant flushing in the wheel paths for the majority of the project length along with other pavement deficiencies.
Additionally, roadside safety improvements were be made to approximately 0.15 miles of roadway by installing guardrail along two segments of roadway with fill slopes taller than six-feet.
This project resurfaced 1.02 miles of roadway with a 2” asphalt overlay to provide structural adequacy and restore the surface condition. Over 2,500 tons of hot mix asphalt were used, and 800 linear feet of beam guardrail was installed.
