Freeland Non-Municipal Urban Growth Area (NMUGA) has experienced significant development, increased tourism, and increased pedestrian foot traffic in the downtown area. The area in question has been marked for significance within Island County long range planning and Freeland association for improvements to multimodal access and traffic flows. Future projects will include the installation of traffic circles to increase traffic flow, improve safety, and increase walkability. This multi-phased project would be for resurfacing of roads and multimodal access improvements. If they are determined to be Rural Arterial Trust Account (RATA) eligible, this project may also include sidewalks and Americans with Disabilities Act (ADA) improvements at the discretion of the County Engineer. The project would be in coordination with a later intersection project on the Transportation Improvement Plan. It is therefore planned that no RAP work would be conducted within the intersection of Main Street and Harbor Avenue at the end of the project limits.
