County Well Road serves as an East-West collector, generally located at the northern extents of the Horse Heaven Hills in rural Benton County. The roadway serves as an important Farm-to-Market route, allowing for the movement of commodities to food processing facilities located in the immediate area and to destinations across the globe. This project is the first of three phases that would look at restoring the entire seven miles of roadway to an all-weather standard. This facility would provide an important all-weather route accessing the Horse Heaven Hills south of I-82, linking SR 221 to I-82 via Webber Canyon Road (already improved).

County Well Road is a T-3 truck route and functionally classed as a Minor Collector. The truck traffic on this road, combined with the poor drainage profile, drastically increases its maintenance costs and frequency of closures compared to roadways of similar use.

The project would aim to vertically realign portions of this 3.12-mile road segment, thus improving drainage and reducing closure and restriction; provide an all- weather surface, reducing maintenance costs; and install guardrail, improving safety.
