We are pleased to announce Paul Nettleton of Kitsap County has been named the 2024 Program Manager of the Year.
Since 2013, the agency has presented a Project/Program Manager of the Year Award to recognize outstanding performance, public service, and contributions toward the programs and projects that make a difference in our communities across the state.
Mr. Nettleton was nominated for Kitsap County’s Pavement Management Program, which he has overseen since 2017. The program is essential for systematically analyzing pavement lifecycles and rehabilitation. In a time of declining road funding and rapidly increasing expenses, the efficient, cost-effective and timely management of pavement assts is critical to the transportation network.

His tireless efforts, visionary leadership and unwavering commitment to [Kitsap County’s] mission make him a truly deserving candidate,” shared nominator and Kitsap County Engineer Joe Rutan, PE.
Kitsap County has 1,842 lane miles of paved road that require, in Mr. Nettleton’s words, “the right treatment for the right road at the right time.” During his seven years in the role, he has successfully struck a balance between network-wide needs, delivering safe and efficient roadway surfaces, and stewardship for a diverse group of stakeholders including tribes, national defense, transit authority and citizens.
“I appreciate the diversity of the role and [enjoy collaborating with] a wide variety of stakeholders…it keeps things exciting, innovative and challenging as we work towards the common good,” Paul shared in a recent interview.

He fosters a collaborative work environment where ideas are valued, contributions are recognized, and individuals are empowered to excel. His team has flourished under his guidance, achieving remarkable results and forging strong bonds that extend beyond professional duties.”
In 2023, Paul participated in beta testing and soft launch for CRAB’s long-awaited GIS-Mo Asset Management System, providing valuable insights and feedback to improve development and implementation, not only for Kitsap County but all of Washington’s 39 counties.
At CRAB, Paul is looked at as a subject matter expert that we reach out to to vet thoughts and ideas, test new systems for readiness, and provide the clear, concise, and honest feedback we need to be able to provide a high level of service to the counties.
The award was presented during the Kitsap County Board of Commissioners Business Meeting in Port Orchard, WA. Eligible nominees included supervisors, foremen, and/or engineers who managed a project or program that was substantially underway or completed in 2023. Nominations for the award were accepted across the state from county commissioners, councilmembers, public works directors and county engineers and, at the discretion of the review committee each year, may be divided into Project and Program categories.
