Douglas Road provides the primary access for motorists and bicyclists between Friday Harbor and the west side of San Juan Island. This route includes tourist destinations such as Lime Kiln State Park (Whale Watching Park), Deadman's Bay, San Juan County Park and the scenic vistas of De Haro Straits (Salish Sea) with orca whales and distant views of the Olympic Mountains and Vancouver Island. The road is also on the Washington State "San Juan Islands Scenic Byway" route. The route is narrow, has some vertical and horizontal sight distance issues and little to no road shoulder. The intersection of Douglas and Little Roads, which is the beginning of the project, has limited sight distance due to a vertical curve and narrow right of way. Another intersection in the middle of the route is a curved "Y" intersection with major residential private road access. This is a site of many serious and near miss collisions over the years. There are also many areas of poor drainage. The surface is rough with an excess crown. The proposed road improvements include shoulder widening, horizontal and vertical sight distance corrections, and drainage restructuring. In addition to removing/relocating the typical roadside hazards (sideslopes, utility poles, mail boxes, trees, and culvert ends), project will also mitigate the large rocks, rock outcropping, and utility vaults.
