Powell Road is a collector connecting Castle Rock with areas to the east. An unnamed tributary of Salmon Creek flows through two culverts in the project area. The creek flows in from the east at a relatively steep grade, then flattens out through the project area before steepening again to the west. Gravel carried by the creek deposits in the flatter stream segment. The culverts plug with gravel causing flooding on Powell Road during heavy rain events. One of these culverts is a 30-inch diameter corrugated steel pipe that crosses under Bond Road (Road No. 56190, FFC 07, Non-Truck Route) at its intersection with Powell Road. The other culvert consist of two 24-inch diameter concrete pipes approximately 180 feet west of Bond Road.
The two existing culverts (three pipes total) will be replaced with two new culverts (one at each crossing) that have sufficient capacity for the 100-year storm, and meet fish passage requirements. Both Powell Road and Bond Road will need to be raised. The local access road portion of Powell Road east of Bond Road will also likely need to be raised. The work on this portion of Powell Road will be paid for without RATA funds.
