Road J.5 NW is a Rural Minor Collector road recently re-designated by FHWA from a Rural Local Access, and proposed as a truck route in 2023. It provides a regionally significant connection between two T5 truck routes which are a Rural Major Collector and a Rural Minor Collector. This seasonal truck traffic is crucial to the transport of dryland crops to freight centers Withrow, Douglas, and Waterville. The existing roadway suffers from an uneven and shoved surface, transverse, longitudinal, alligator cracking, patching, and degraded geometry. Thermal cycling, poor drainage, inadequate roadway section depths, and the increased use of the roadway by Class 8-10 truck traffic has resulted in recent road closures and accelerated deterioration of the asphalt surface. This project would revitalize the failing roadway structure, provide long-term, structural benefits, and reduce maintenance frequency and costs. Douglas County proposes the placement of 8 inches of CSBC, 4 inches of CSTC, and 3 inches of HMA with a surface width of 28 feet. Vertical and horizontal alignment deficiencies would be reconstructed to meet AASHTO standards for a 50 mph paved, rural roadway.
