Vineyard Drive West is a rural minor collector, east-west industrial and farm-to-market route that has direct access to SR-395 (MP 27.65) and terminates at North Railroad Avenue.
North Railroad Avenue (previously PH11/SR-395) is a rural major collector, north-south that originates from inside the City of Pasco’s industrial sector and terminates by direct access SR-395 (MP 30.18).
Excellent access to Highway 395 and the BNSF rail network, natural gas on-site, and electrical transmission in place; this project will support the rapidly expanding industrial area along North Railroad Avenue and is a key component in successful development for Franklin County.
The proposed project will address the intersection of Vineyard Drive West and North Railroad Avenue deficiencies with emphasis on Vineyard Drive West’s site distance issues and truck turning movements. Since their construction, neither of the roadways have not seen any design or structural upgrades and are past its useful life. If nothing is done, repairs and maintenance cost will escalate since the road was not built to support the current or future traffic loads - both roads current ADT carries over 50% truck traffic. Besides not being structurally sound and sight distance issues, other deficiencies to this section of roadway is the width, need for turn lanes, edge cracking, longitudinal, transverse, and alligator cracking.
Proposed construction work to correct the above-mentioned deficiencies will include reconstruction of the intersection, additional turning lanes, hard surfacing, drainage, and safety enhancements. Completion of this project will construct an all-weather intersection for the continuation of a truck route, prolong the life of the roadway, improve ride, and enhance safety.
