Brooks is a Rural Major Collector and is classified as a T3 Truck Route with an ADT of 2,121 vehicles per day. Brooks Road did not meet current rural arterial design standards at 32’ and had a failing PSC rating of 2 due to severe alligator cracking, rutting and potholes. The road is a significant arterial roadway connecting smaller urban and rural development areas in west Spokane County to routes of statewide significance such as US-2, SR-904, as well as being a major connector to local roads and the cities of Airway Heights and Medical Lake. The corridor serves a multitude of users including Fairchild Airforce Base, local freight, agricultural, commercial, industrial, commuter, and recreational. This phase of roadway would contributed to the improvement of a 4-mile arterial link between the City of Medical Lake Corporate Limits (SR 902) and US-2.
This section of road has a PSC rating of 2 with 12' lanes, 2' shoulders, and an operational width of 32'. The roadway did not meet County standards and had severe cracking, rutting, and potholes. Utilities, culverts, and other clear zone inventory items also needed to be addressed. The roadway section including subgrade and surfacing depth was not adequate to support the high ADT that was anticipated to continue to increase with area development.
The existing roadway was pulverized. The roadway was prepared with a cement treated base, topped with Crushed Surfacing and paved with HMA. The project added 6' wide shoulders for a total width of 36', guardrails and culverts were constructed where appropriate and clear zone hazards were addressed.
