Elk Chattaroy Road is a narrow two lane, 21' wide road, does not have shoulders, is a Rural Major Collector, and T3 truck route. This section has an approximate ADT of 3,285 with about 17% of traffic related to trucking. The pavement surface condition (PSC) is rated at 62 but only due to patching that was essential to keep the road in operating condition. Despite the patching there is significant alligator and longitudinal cracking, rutting, edge deterioration, and sections of the roadway subgrade displaying signs of failure. The narrow roadway and poor surface quality make it difficult for the traveling public and trucks to navigate resulting in many complaints made about the quality of the road. Additionally, the road is weight restricted during winter months due to the poor surface condition. The section is proposed to be improved to two 12' wide travel lanes with 5' wide paved shoulders on both sides of the roadway, an additional 1' gravel shoulder, guardrails will be installed where appropriate, and improvements to the intersections will be made. The project proposes to construct a roadway section consisting of a cement treated base with an asphalt overlay. This route is frequently used by commuters, recreational travelers, as a direct route to agriculture and mineral lands, and the regional solid waste transfer facility.
