Frostad Road is a minor collector roadway between State Route 20 and several rural developments on the east side of Whidbey Island. The project area is located on Whidbey Island north of Oak Harbor in Island County.
The project scope was 3R, improving a 1.32 mile section of Frostad Road from SR20 to Taylor Road along with a 0.10 mile section of Dike Road that extends north from Frostad Road. The project included widening the two travel lanes from an existing 11 foot width to a 12 foot width and by adding paved shoulders to a width of 6 feet beyond the travel lanes. Additional improvements include reinforced shoulders, MSE walls, recycling asphalt, horizontal and vertical realignment, and water quality and drainage improvements.
In order to minimize Right of Way acquisition and impacts to wetlands the project included 15 structural MSE walls with 28,624 square feet of combined wall surface area and a 5,568 feet combined wall length. The temporary and permanent wetland impacts that did occur with the project improvements required the compensatory construction of approximately 7.5 acres for wetland rehabilitation.
There were several positive letters to the local paper commenting on the final project.
