Rich Rd is one of the limited crossings of the Deschutes River. It provides an alternate route off of Old Hwy 99 linking the south portion of the county to the southeast portion of Olympia/Lacey/Tumwater urban growth area. More than 6,000 vehicles use this road each day.
The existing rural major collector road consisted of a paved travel way of 20-21 feet with 0-3 feet wide gravel shoulders. The rolling terrain shapes several horizontal curves in the road that needed realignment to meet current design standards for reconstruction and be reflective of the 35 mph speed. This section of the road also has a significant accident history.
Project improvements included replacing the two existing culverts at Spurgeon Creek with a 65 foot long bridge, adding shoulders, realigning two horizontal curves and improved stormwater collection and treatment. The proposed roadway section now accommodates bicyclists and pedestrians. Replacing the bridge mitigated a fish barrier and improved existing wildlife habitat. Spurgeon Creek contains Chinook Salmon which is a federally listed endangered species. Public feedback has been extremely positive. Staff has also received positive feedback regarding pedestrian and bicyclist safety, removal of a fish barrier and limited interruption during construction.
