NE Blair Road is a winding, high speed, 2-lane rural major collector running east - west. This 2.47 mile section of roadway is identified as a T-4 truck route and connects SR-500 and SE Washougal River Road. Throughout this corridor obsolete or missing guardrail, deteriorated pavement, and clear-zone obstacles create multiple safety issues for more than 4,000 vehicles per day, including 12 daily trips by school buses.
Major items of work include installing guardrail, signing, striping, and bridge rail, resurfacing, and providing slide mitigation.
The 20-year old pavement was preserved via pavement repairs, preleveling and a structural hot-mix asphalt (HMA) overlay throughout the entire project length to improve safety and enhance mobility.
Along the entire project length, roadside encroachments in the clear zone, including utility poles, mailboxes, and fence posts were removed or relocated, where practical. Non-compliant guardrail was replaced, and new guardrail was installed where warranted.
