NW Pacific Highway is a major collector road adjacent to Interstate 5 and between the towns of Woodland and La Center, serving local residents along this 5-mile route. It is also a freight alternate to I-5 when needed.
On February 12, 2019, a 30-inch culvert just west of the Wellman Road intersection experienced a major washout due to heavy rain runoff. County road crews driving through the area discovered much of the culvert destroyed leaving a hole in the roadway. The county closed the road immediately and monitored it while the hole continued to grow. On February 13, 2019, the Clark County Council adopted resolution number 2019-02-11, declaring an emergency for Pacific Highway.
The county quickly formed a project team that designed, rebuilt and restored the road by March 29. The repairs provided a 13 foot corrugated metal pipe suitable for fish passage as required by the Department of Fish and Wildlife. Work included stabilizing the bank, and replacing guardrail and pavement.
