This portion of the Pasco-Kahlotus Road is a paved Major Collector roadway. It lies in the Southeastern portion of Franklin County in an agriculturally intensive area, and is the route of choice that farmers use to transport their goods to market.
The major deficiencies were less than standard horizontal curves and narrow, unsafe shoulders. The roadside ditches were shallow and insufficient for drainage needs.
The improvement project included grading, curve realignment, road widening, crushed surfacing to support application of hot mix asphalt pavement, and installlation of full capacity storm drainage systems.
